LA Metro SBE Certification: Why Your State DGS Certification Doesn't Count
Los Angeles County Metropolitan Transportation Authority runs its own Small Business Enterprise program, separate from the state's and separate from DBE. The most expensive assumption a contractor makes here is that a certification they already hold will travel. At Metro, the state one does not.
Metro will not accept your DGS Small Business certification
Metro's Office of the Inspector General put it plainly: Metro does not accept DGS SBE certifications “because it could compromise the integrity of Metro's Program.” The reason is specific — Metro tested the state process by registering a fictitious company and was granted certification in a matter of minutes. Metro reaffirmed the position in February 2024, saying it would reconsider only if DGS removed self-certification and introduced vetting. If you hold California DGS Small Business certification, it is worth having — but it buys you nothing at Metro.
Three different certifications, one agency
Metro contracts touch all three of these and they are not interchangeable. Which one matters depends on how the contract is funded.

Metro's SBE program is race- and gender-neutral by necessity: Proposition 209 bars race- and sex-based preferences in California public contracting, which is why Metro's small business program keys on size rather than ownership demographics.
What Metro SBE certification opens
1. The Small Business Prime Program — a real set-aside
This is the part worth certifying for. On applicable contracts, small businesses compete only against other small businesses. Metro's Inspector General states it without qualification: “Only Metro-certified SBEs can participate in the Small Business Prime Program.” The statutory frame is Public Utilities Code § 130232 — expenditure over $5,000 and under $5,000,000, with price quotations obtained from three or more certified small businesses. That $5 million ceiling was raised from $3 million by AB 2271, operative January 1, 2023, which widened the band of contracts this reaches.
2. The LSBE preference — 5%, applied two ways
On negotiated procurements (RFP and RFQ) the preference is 5 bonus evaluation points, added on top of the 100-point evaluation scale. On competitive low-bid solicitations (IFB) it is applied to price instead. Same headline percentage, materially different arithmetic — on a scored proposal five points can outweigh a price gap that a 5% price adjustment would not have closed.
One limit to plan around: the LSBE preference is prohibited on USDOT-assisted contracts. On federally funded Metro work, DBE is the relevant credential, not this.
Eligibility — and why we are not quoting you a number
Metro applies the SBA size standard for your primary NAICS code, plus its own gross receipts ceiling, plus — unlike the state DGS programme — a personal net worth cap on the owner. That last one surprises people who are used to state small-business certification, which has no net worth test at all.
We are deliberately not printing Metro's current dollar figures. The numbers circulating online come from a 2022 Metro report and are almost certainly stale — the gross receipts figure quoted there was exactly the federal DBE statutory cap of the day, and that cap has risen since. Metro publishes current thresholds only through its vendor portal, which we could not reach to verify. A stale ceiling would tell you that you do not qualify when you might, so ask Metro's certification unit for the figures that apply on the day you apply.
Metro also moved its gross receipts averaging from a three-year to a five-year calculation in January 2022, which matters if your revenue has been uneven — a single strong year weighs less over five years than over three.
How to apply
Metro accepts online applications only — this is stated in the CUCP's own roster of certifying agencies, and it applies to Metro's certification intake generally. There is no paper route to fall back on.
Metro's Diversity & Economic Opportunity Department runs the certification unit. Because Metro is also a CUCP member, the same department handles DBE certification — be explicit about which programme you are applying for, since the eligibility tests are different and DBE additionally requires a Personal Narrative since the October 2025 rule change.
