DBE Reevaluation 2026: What California DBEs Must Do by April 16

All 6,000+ California DBE-certified firms must complete a reevaluation under the October 2025 Interim Final Rule (IFR) issued by the U.S. Department of Transportation. The deadline is April 16, 2026. Each firm must submit a Personal Narrative and updated Personal Net Worth (PNW) Statement through the Caltrans portal at caltrans.dbesystem.com or lose eligibility for the DBE Program.

The Caltrans reevaluation portal opened on March 2, 2026. All existing California DBE firms must submit their Personal Narrative and PNW Statement by April 16, 2026. Firms that miss this deadline will become ineligible for the DBE Program until they complete the process.

1. What Is the DBE Reevaluation?

On October 2025, the U.S. Department of Transportation published an Interim Final Rule (IFR) that fundamentally changed how social and economic disadvantage is determined in the DBE Program. Previously, members of certain racial/ethnic groups and women were presumed to be socially and economically disadvantaged. Under the new rule, this group-based presumption has been removed.

Every DBE applicant and existing certified DBE must now individually demonstrate that they have personally experienced social and economic disadvantage that has affected their ability to compete in business. This is done through a Personal Narrative — a written statement describing specific experiences of discrimination, barriers, and disadvantage.

For existing DBEs, this means going through a one-time reevaluation process to prove they still meet eligibility requirements under the new individualized standard. This applies to every certified DBE in the country, not just new applicants.

2. Who Is Affected?

Every currently certified DBE firm in California is required to complete the reevaluation. This includes:

  • All 6,000+ firms certified through the California Unified Certification Program (CUCP)
  • Firms certified by any of the 16 CUCP certifying agencies, including Caltrans, LA Metro, BART, SFMTA, and others
  • Firms holding both DBE and ACDBE certifications
  • Interstate (out-of-state) firms certified in California

No exceptions: Even if your firm was recently certified or recently submitted a No Change Declaration, you must still complete the reevaluation. The IFR applies to all existing DBEs regardless of when they were last reviewed.

3. What You Need to Submit

The reevaluation requires the following documents:

Personal Narrative

A written statement describing your individual experiences of social and economic disadvantage. You must explain specific instances of discrimination, barriers, or hardship that have affected your ability to compete in business. Include dates, names, and outcomes where possible. Personal Net Worth (PNW) Statement

An updated PNW Statement showing that your personal net worth does not exceed the new threshold of $2,047,000 (raised from $1,320,000 by the October 2025 IFR). This excludes the owner's interest in the applicant firm and equity in their primary residence.

Supporting Documentation

Any evidence that supports your Personal Narrative or PNW Statement. This may include tax returns, financial statements, letters, records of discrimination complaints, legal documents, or other materials referenced in your narrative.

    Visit caltrans.dbesystem.com and log in with your existing credentials. If you do not have an account, contact your certifying agency for assistance.

    Locate the reevaluation section

    Once logged in, navigate to the reevaluation section. The portal will guide you through the required submissions.

    Upload your Personal Narrative

    Upload your completed Personal Narrative as a PDF or Word document. Make sure it is thorough, specific, and addresses the individualized disadvantage standard.

    Complete the PNW Statement

    Fill out the Personal Net Worth Statement form online or upload a completed version. Ensure all assets, liabilities, and exclusions are accurately reported.

    Attach supporting documents

    Upload any supporting documentation referenced in your narrative or PNW Statement. Label files clearly for easy review.

    Review all materials, then submit. Save or print the confirmation receipt for your records.

6. What Happens If You Miss the Deadline

Missing the April 16, 2026 deadline has immediate consequences:

  • Your firm will become ineligible for the DBE Program
  • You will not be counted toward DBE goals on federal-aid contracts
  • Prime contractors may not list your firm as a DBE subcontractor on new bids
  • Your firm will be removed from the active DBE directory until reevaluation is completed

Important: Missing the deadline does not permanently revoke your certification. You can still submit your reevaluation materials after April 16, 2026, and regain eligibility once your submission is reviewed and approved. However, there is no guarantee of how long the review process will take after the deadline.

7. Impact on Contracts

Existing Contracts

If your firm is already performing as a DBE subcontractor on a federal-aid contract, your existing work is generally not affected. You can continue to perform under your current contracts and task orders.

New Bids & Proposals

If you lose DBE eligibility due to missing the deadline, you cannot be listed as a DBE subcontractor on new bids or proposals. Prime contractors will not receive DBE goal credit for your firm until your reevaluation is approved.

DBE Goal Adjustments

During the reevaluation period, some agencies may adjust or suspend DBE participation goals on new contracts as the pool of eligible DBE firms fluctuates. This is a temporary measure while reevaluations are processed.
