One note on reading these together with the live status above: USDOT's national tracker marks California's UCP reevaluation process complete, while caltrans.dbesystem.com currently returns Forbidden (403) to our automated check. As explained above, several California state domains are known to block automated, non-browser requests, so a 403 to our check does not by itself mean the portal is down for a real visitor — and a completed reevaluation process does not necessarily mean the submission portal needs to stay open. We can't independently resolve which explanation applies here, so we report both observations as-is. If you need a definitive answer, contact your certifying agency directly.

How is the live portal status checked?
Every time this page loads, our server makes a real, live connection attempt to caltrans.dbesystem.com and dbesystem.com and reports what it gets back — reachable, forbidden, or unreachable. It is a connectivity check only; it cannot tell you why a site returns a given status, and an automated check can sometimes be blocked for reasons unrelated to whether the site works for a real visitor in a browser.
Where do the official bulletins come from?
We only list a bulletin here if we can verify it against a real, currently-live page on the issuing agency's own official domain. We do not summarize consultant blogs, forum posts, or unverifiable claims in this section — those belong in the applicant-reported section instead, clearly labeled as such.
Are the applicant-reported experiences verified?
