Navigating DBE certification requires familiarity with multiple federal and state agencies, each with its own website, regulations, and contact channels. The links below are organized by category to help you quickly find the official source you need — whether you are looking up SBA size standards for your NAICS code, reading the full text of 49 CFR Part 26, or contacting the USDOT Office of Small and Disadvantaged Business Utilization for program guidance.

We also include links to free business development resources such as Small Business Development Centers (SBDCs) and the Small Business Transportation Resource Center, which offer no-cost technical assistance to firms preparing DBE applications or seeking contracting opportunities. These programs are funded by federal agencies and are available to all small businesses regardless of certification status.

Official sources tell you what the rule says.
