California Unified Certification Program (CUCP)

The CUCP is California's statewide "one-stop shopping" system for Disadvantaged Business Enterprise (DBE) and Airport Concessionaire DBE (ACDBE) certification. One application, one certification — accepted by every USDOT-funded agency in the state.

What Is the CUCP?

The California Unified Certification Program went into effect on January 1, 2002. It was created under 49 CFR Part 26 to streamline the DBE certification process. Before the CUCP, a small business had to apply separately to every agency it wanted to work with — each with its own application, review process, and timeline.

Under the CUCP, a business applies to one certifying agency and, once approved, is automatically recognized as a certified DBE or ACDBE by all 400+ USDOT recipient agencies in California — including Caltrans, every transit district, airport, city, and county that receives federal transportation funds.

How the CUCP Works

Find Your Certifying Agency

Each business applies to the certifying agency that covers the county where its principal office is located. California has 10+ certifying agencies including Caltrans, LA Metro, BART, SFMTA, and others. See the full list.

Submit One Application

Complete the standard CUCP application with all required documentation — business records, tax returns, Personal Net Worth Statement, and (since October 2025) a Personal Narrative demonstrating individual disadvantage. Application guide.

On-Site Review

The certifying agency conducts a mandatory on-site visit to verify ownership, control, and business operations.

Statewide Certification

Once certified, your firm is listed in the statewide DBE database and recognized by every USDOT recipient in California. No need to reapply to each agency individually.

2025 IFR: Post-Deadline Status (April 21, 2026)

The October 2025 Interim Final Rule (IFR) changed the DBE program significantly. The April 16, 2026 reevaluation deadline has now passed. Here's the current state of the CUCP:

  • Individualized disadvantage — group-based presumptions eliminated. Every applicant and every existing DBE must submit a Personal Narrative.
  • PNW limit raised to $2,047,000 (from $1,320,000) with retirement assets now excluded.
  • 6,000+ existing California DBEs reevaluated. Firms that submitted on time retain active status during review. Firms that missed the deadline are flagged "Under Review" in the directory and must complete late submission to avoid decertification.
  • New applicants apply under the new rules from day one — Personal Narrative, updated PNW Statement, and full ownership/control documentation required.

Is CUCP certification the same as Caltrans DBE certification?

Caltrans is the largest certifying agency within the CUCP, so most people use the terms interchangeably. Whether you are certified by Caltrans, LA Metro, or BART, you receive the same CUCP certification that is honored statewide.

How much does a CUCP DBE certification cost?

There is no application fee. DBE and ACDBE certification under the CUCP is free. However, many applicants pay for help with the Personal Narrative, document preparation, and PNW Statement.
