CaleProcure: California's eProcurement Portal Explained

CaleProcure (caleprocure.ca.gov) is California's eProcurement portal, operated by the Department of General Services (DGS). It is where businesses register as a state vendor, find and bid on state contracts, and apply for California's state small-business certifications — SB, MB, SB-PW, and DVBE.

Important: CaleProcure is for STATE certifications, not federal DBE

CaleProcure handles California's state certifications (SB, MB, SB-PW, DVBE) through DGS. The federal DBE and ACDBE programs are separate — they run through the California Unified Certification Program at ucp.dot.ca.gov, and certified firms appear in the CUCP DBE directory. How to register on CaleProcure

  1. Go to caleprocure.ca.gov and click Sell to the State.
  2. Click Register Now and complete the registration form. Registration is free.
  3. Complete your business profile, including NAICS/UNSPSC codes so you receive relevant bid notifications.
  4. From your profile, start the SB/DVBE certification application when you are ready.

Applying for SB and DVBE certification

SB and DVBE share a single application in CaleProcure. Select the certification type (and apply for both at once if you qualify), upload your supporting documents, and submit for DGS review.

Documents typically required

  • Federal and state business tax returns (3 years)
  • Business formation documents (Articles of Incorporation/Organization, partnership agreement)
  • Proof of California-based operations
  • For DVBE: proof of service-connected disability (10%+ VA rating) and veteran ownership/control
