California runs DBE certification as a single statewide program: instead of certifying separately with each transit district, port, or airport, you file one application with one California Unified Certification Program (CUCP) certifying agency, and that one Disadvantaged Business Enterprise (DBE) certification is honored by Caltrans, BART, LA Metro, SFMTA and every other USDOT-funded agency in the state. If you want to operate a concession at an airport and wish to be considered for Airport Concessionaire Disadvantaged Business Enterprise (ACDBE) certification, your business must meet the general guidelines for ACDBE. The ACDBE application information and form may be obtained from the official CUCP website.

    Confirm Eligibility & Choose Your CUCP Certifying Agency

    Review the certification criteria (at least 51% owned and controlled by socially and economically disadvantaged individual(s)), then choose the one CUCP certifying agency that serves the county where your firm is based. In California you file with a single agency — Caltrans handles the largest share of firms and all out-of-state applicants.

    Obtain the CUCP Application Form

    Download the CUCP certification application from the official CUCP website or request one from a certifying agency in your region.

    Complete & Notarize the Application

    Fill out the application form completely. It must be notarized and include all requested supporting documentation — financial statements, three years of personal and business tax returns, ownership documents, licenses, and a Personal Net Worth (PNW) statement for each disadvantaged owner. Under the October 2025 USDOT Interim Final Rule (49 CFR Part 26), each owner's PNW must stay under $2,047,000 (excluding their interest in the firm and primary-residence equity), and every applicant must include a Personal Narrative demonstrating individual disadvantage.     Submit to Your Regional Certifying Agency

    Mail the completed application to one CUCP certifying agency serving your geographical area. You only need to submit to one agency — certification is accepted statewide.

    On-Site Visit

    The certifying agency will schedule a mandatory on-site visit to review your firm's operations, ownership, and control structure.

    Certification Decision

    The agency will make a determination after reviewing your application, documentation, Personal Narrative, and on-site visit results. Federal regulations require a decision within 90 days of receiving a complete application — the clock starts only when nothing is missing, so a complete first submission is the single biggest thing in your control. If you are denied, you have the right to appeal to USDOT under 49 CFR Part 26.

What Makes Applying in California Different

Generic, national DBE how-to articles miss the parts that actually govern the California process. Here is what is specific to applying through the CUCP:

  • The 2026 rules changed who qualifies. The October 2025 USDOT Interim Final Rule removed the race- and sex-based presumptions, so every California applicant now demonstrates disadvantage individually in a Personal Narrative. The program continues and California is still certifying.
  • State programs are separate. California's SB/SBE, Microbusiness, SB-PW and DVBE certifications are run by the Department of General Services, not the CUCP, and use different size standards — they are not granted automatically by a DBE certification.
