DBE vs SBE vs DVBE: Which Certification Is Right for You?

California offers several small business certification programs, each with different requirements and benefits. This guide compares the three most common programs to help you choose the right one.

Business owners often confuse DBE, SBE, and DVBE because all three are free certification programs available to California small businesses. However, they differ significantly in who administers them, what contracts they give you access to, and what eligibility criteria you must meet. DBE is a federal program run through USDOT that applies to federally funded transportation projects. SBE and DVBE are state programs administered by the California Department of General Services that apply to state-funded contracts.

Understanding these differences is important because certifications are not interchangeable. Being certified as a DBE does not qualify your firm for SBE or DVBE set-asides, and vice versa. Which Should You Choose?

Choose DBE if...

You want to participate in federal transportation contracts (highways, transit, airports). You must meet the social and economic disadvantage criteria and personal net worth limit.

Choose SBE if...

You want to participate in State of California contracts. No disadvantage requirement — you just need to be a small business meeting DGS size standards.

Choose DVBE if...

You are a disabled veteran (at least 51% owned by service-disabled veteran(s)) and want access to state contract preferences and set-asides.

Consider multiple certifications

The programs are not mutually exclusive. If you qualify for multiple programs, getting certified in each opens up more opportunities. However, certifications are not reciprocal — you must apply separately for each.
